The official line is that every single request gets weighed strictly on its own merits. A sincerely held religious belief on one side, the Army's own interests on the other, and an answer somewhere at the end of it.
Hold that official line against the actual number and something shows up.
Fourteen approvals in a force of hundreds of thousands is not a policy at all. It is a queue that almost nobody in uniform knew existed, and Sorensen only found it by accident.
