Ocute was a 16th and 17th-century Late Mississippian (Mound Builder Culture) paramount chiefdom located in the Oconee River valley of Georgia. Centered near present-day Sparta, this powerful Native American Aboriginal Tribe politically controlled the surrounding towns, including Altamaha and Cofaqui, before fragmenting in the 1660s due to slave raids and relocating to form part of the Yamassee.

Enclosed in this International Apostille are lawful Yamassee Native American Treaties (Copies) with the State of Georgia and the United States of America via the U.S. State Department. These two documents have been verified by enclosed Georgia Superior Court records along with affidavit of facts reestablishing national jurisdiction of the Yamassee Indians under public international law of the right of postliminium .This Apostille has been certified by the Georgia Superior Court Clerks Cooperative Authoririty and has been on public record at the Hague since 2005. *Kari-oca Conference,-May 25-30, 1992 in Kari-oca, Brazil -Human Rights and International Law #22. Treaties signed between Indigenous Peoples and non-Indigenous Peoples must be accepted as Treaties under International Law. Article 37 of the UN Declaration on the Rights of Indigenous Peoples affirms the right of Indigenous peoples to the recognition, observance, and enforcement of treaties, agreements, and other constructive arrangements concluded with States or their successors . Article VI Supreme Law - Clause 2 Supremacy Clause This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.US SUPREME COURT CASE LAW -United States v. Winans,198,U.S. 371,25 S. Ct.662,49 L. Ed.1089( 1905) in which the U.S. Supreme Court ruled that a treaty is "not a grant of rights to the Indians ,but a grant of rights from them" .
